The 12th year-end review of business work in 2012:
Promote the steady growth of the import and export of electromechanical and high-tech products, and change the mode of development.
In 2012, the import, export and processing trade of electromechanical and hi-tech products maintained a steady growth, and structural adjustments were intensified. They made positive contributions to maintaining the stable growth of foreign trade throughout the country and accelerating the transformation of development methods.
1. Imports and Exports of Mechanical, Electrical, and High-tech Products Maintained a Steady Growth From January to November of 2012, China’s import and export of mechanical and electrical products reached US$1.77 trillion, an increase of 6.2% year-on-year, which is 0.4% higher than the national foreign trade growth rate. Among them, exports increased by 8.2%, higher than exports by 0.9%; imports increased by 3.4%, lower than foreign trade imports by 0.8%. The import and export of high-tech products reached US$996.2 billion, an increase of 8.3%, which was higher than the national foreign trade growth rate of 2.5 percentage points.
(1) Imports and exports grew steadily, but the growth rate declined. Affected by sluggish growth in major market economies and shrinking domestic and international demand, the growth rate of imports and exports of mechanical and electrical products fell by 9.9 percentage points over the same period of the previous year from January to November, of which exports and imports decreased by 8.6 and 11.6 percentage points respectively from the same period of the previous year. . The growth rate of import and export of high-tech products also fell by 1.5 percentage points over the same period of last year.
(2) The rapid growth of exports to emerging markets and the negative growth of exports to Europe. From January to October, I maintained a high growth rate of approximately 20% in exports of electromechanical products from emerging markets such as Russia and ASEAN. The export of electromechanical products to the EU fell by 5.6%, the largest drop in the top 10 export markets, accounting for a decrease from 19.5% in 2011 to 17.1% in October 2012. The export of high-tech products to the EU dropped by 10%.
(3) Imports and exports of private enterprises have maintained rapid growth, and the proportion of foreign investment and state-owned enterprises has decreased. From January to October, exports of mechanical and electrical products of private enterprises increased by 26.1%, and imports increased by 19.8%, which were higher than the 17.7 and 16.7 percentage points of exports of mechanical and electrical products and imports during the same period. The import and export of high-tech products of private enterprises increased by 34.1%, which was higher than the import and export of high-tech products by 26.9 percentage points over the same period. The proportion of foreign-invested and foreign-invested enterprises and state-owned enterprises in the import and export of mechanical and electrical products decreased by 2.1 and 1 percentage point respectively from the same period of last year. The proportion of high-tech products importing and exporting foreign-funded enterprises and state-owned enterprises decreased by 0.5 and 2.7 percentage points respectively from the same period of last year.
(4) The import and export of electromechanical products in the central and western regions increased rapidly, and the growth rate in the eastern region slowed down. From January to October, exports from the central and western regions increased by 52.3%, which was higher than the national export growth rate of electromechanical products by 43.8 percentage points over the same period. Imports and exports accounted for 88.7% of the import and export of mechanical and electrical products in the eastern region increased by 3.3%. Tibet, Henan, Guizhou, and Chongqing experienced rapid growth in imports and exports, which increased by 1.8 times, 1.6 times, 1.2 times, and 1.1 times, respectively. The top three import and export companies in Guangdong, Jiangsu, and Shanghai increased by 6.4%, 1.7%, and -0.2% respectively.
2. Actively promote steady growth in the import and export of electromechanical and hi-tech products. (I) Improve the policy system and maintain a steady growth in the import and export of electromechanical and hi-tech products. Continue to implement the “fourth five-year plan†to promote the export of electromechanical products, active import promotion strategy, promote the transformation and upgrading of processing trade, and the internationalization of strategic emerging industries, to refine the various policies and measures.
(B) to improve the carrier, do a good job in base identification and construction work. Strengthen the innovation base of science and technology to rejuvenate trade, the base of national auto and auto parts export, and the construction of national ship export base. The country’s motorcycles and spare parts transformation and upgrade bases and base companies are recognized and actively support the construction of base public service platforms. Strengthen base management and introduce management measures. The National Conference on Ship Export Work and the First Joint Conference on Biopharmaceutical Innovation Bases were held.
(3) To regulate the export order of key products and increase structural adjustment. Further regulate the export order of automobiles and motorcycles. From 2006 to October 2012, the number of motorcycle and automobile export enterprises decreased from 850 and 1340 to 408 and 653 respectively, and the average export unit price rose from 311 US dollars and 9,624 US dollars respectively to 522 US dollars and 13,458 US dollars. Further improve the self-discipline of telecommunications convention. Guiding major companies in the four major industries of power, rail transit, building materials, and metallurgical equipment to sign a convention on competition and self-discipline. Strengthen the establishment of corporate credit system and strengthen corporate social responsibility. Focus on standards and certifications to guide and encourage companies to adopt advanced technical standards at home and abroad to participate in the formulation and revision of international standards.

Encourage enterprises to establish a sound overseas marketing network and improve after-sales maintenance services.
(V) Implement an active import promotion strategy and enhance the ability of independent innovation of enterprises. Support enterprises to import advanced technology, important equipment and shortage of resource products. Strengthen services and promote import convenience. Timely reduction of the catalogue of automatic import licenses of electromechanical products for 55 customs codes. Strengthen international bidding for mechanical and electrical products, further standardize the international bidding and tendering market, maintain the fairness and fairness of international tendering, and ensure the smooth implementation of major projects. Actively urge the United States and Europe to relax their export control to China. Successfully held Sino-U.S. high-tech trade seminars. We will steadily promote export control and safeguard national security and industrial interests.
(6) To improve the processing trade policy and steadily promote the transformation, upgrading, and transfer of processing trade. Accelerate the transformation and upgrading of demonstration zones, pilot cities, and demonstration enterprise construction, implement the guidance for the transformation and upgrading demonstration zone of the PRD processing industry, and support the special regional integration and function expansion of Suzhou Customs. Accelerate the construction of key acquisition grounds for gradient transfer of processing trade, speed up the establishment of a key land acquisition evaluation index system, summarize and evaluate 44 grounding work, and study the criteria and conditions for the establishment of undertaking and transfer demonstration sites. In conjunction with the relevant ministries and commissions and the Guangdong Provincial Government, the first China Processing Trade Products Expo will be held in Dongguan to build an internal sales platform for the promotion of processing trade enterprises.
(VII) Continue to implement in depth the strategy of rejuvenating trade through science and technology and promote the internationalization of strategic emerging industries.
