It is worth noting that the toll roads that are about to expire will be strictly in accordance with the "Regulations on the Administration of Toll Roads" and will stop charging after the expiration date. The transportation management department has the responsibility to strengthen supervision and implementation in this regard.

Recently, the Ministry of Transport is working with the relevant ministries and commissions to study the amendment of the Regulations on the Administration of Toll Roads. The main purpose of the revision is to respond to public concerns about the issue of toll highways. At the same time, it is also a good implementation of the requirements of the 10 measures to reduce circulation costs that were determined by the State Council's executive meeting last year. The first is to further improve the formation mechanism of toll highways, the second is to establish a good franchise system to strengthen supervision, and the third is to implement a more transparent system of public information on toll roads.

For the recent issue of public railway fares, after the Ministry of Transport has established a major department, railway fares should be supervised by relevant departments. However, as a railway company, enterprises should have relative autonomy in operations. At present, among several modes of transport, road transport, especially passenger transport, is a government-guided price that is regulated by the market mechanism. Air transport is basically market regulation.

In accordance with the reform plan passed by the National People's Congress, the Ministry of Transport has established a leading group to deepen reforms and change functions. The minister personally leads the team and, on the basis of full investigation, conducts overall top-level reforms, overall planning, guidance and deepening. The specific plans for the reform of the large-scale system, the improvement of systems, laws and standards, and the system of standards, the role of science and technology support and innovation-driven research, the study of reserve development policies, and further detailed plans and concrete measures for deepening reforms.
