The “Administrative Measures on the Remanufacturing of Auto Parts for Pilots†issued by the National Development and Reform Commission in March 2008 allowed 14 pilot remanufacturing enterprises to remanufacture engines, transmissions, generators, steering gears, and starters. Fuel consumption limit tightened turbocharger outbreak
