The reporter learned from the General Administration of Quality Supervision, Inspection and Quarantine that China’s first national mandatory standard “Limits on Fuel Consumption for Light Commercial Vehicles†(GB 20997-2007), which defines the fuel consumption of light commercial vehicles, has been officially released. It will be implemented in two phases from February 1, 2008, and the fuel consumption of light commercial vehicles is expected to decrease by more than 10%.
According to Jin Y, the chief drafter of the standard and the chief engineer of the China Automotive Research Center, the standard sets a light commercial vehicle with a total design mass of 3500 kg or less, usually 9 to 12 seats, including the same design total mass to carry cargo. The two-stage fuel consumption limit for the primary light commercial vehicle. According to requirements, starting from February 1, 2008, the newly certified basic model car and its variant vehicles shall meet the requirements of the second stage limit; since January 1, 2009, the production of the certified models will be certified before February 1, 2008. Vehicles and their variants shall meet the requirements of the first phase of the limit; from January 1, 2011, all vehicles to which this standard applies shall meet the requirements of the second phase.
According to industry sources, the first phase of the limit is relatively loose, and most of the light commercial vehicles currently produced in China can meet the limit requirements. The second-stage limit is approximately 5% to 10% based on the first-stage limit. It is estimated that the N1 vehicle's compliance rate is approximately 49%, and the M2 vehicle's compliance rate is approximately 43%. Chen Qiaoning of auto analysts and Taida Dutch Bank said that it is estimated that the standard will eliminate a group of small-scale, backward technology companies.
