The three implementation standards of the three documents were first in April 2011, and the National Development and Reform Commission issued the “Industrial Structure Adjustment Guidance Catalogue (2011)†(hereinafter referred to as “Industrial Structure Adjustment Catalogueâ€), in the restricted category. "Mechanical" regulations: "11. Low-speed vehicles (three-wheeled vehicles, low-speed trucks) (the same energy-saving and emission standards as light-duty trucks have been implemented since 2015)". The revised version released in February 2013 did not change this aspect.
Secondly, in September 2013, the State Council issued the National Development and Development [2013] No. 37 "Air Pollution Prevention and Control Action Plan" (hereinafter referred to as "National Ten Articles"). Article 1 (3) stipulates: "Accelerate the promotion of low-speed vehicles to upgrade... Since 2017, the newly produced low-speed trucks have implemented the same energy-saving and emission standards as light-duty trucks."
On October 30, 2014, the 12 ministries and commissions jointly issued the "Strengthening the "Car Oil Road" Coordination to Accelerate the Comprehensive Prevention and Control Plan for Motor Vehicle Pollution" (hereinafter referred to as "12 Ministries and Documents") issued, in "(3) Strict new production "Vehicle Management" also stipulates: "From 2017, the newly produced low-speed trucks will implement the third-stage light-duty diesel vehicle emission standards."
According to the announcement of the Ministry of Industry and Information Technology No. 27 in April this year, light diesel vehicles and heavy-duty diesel vehicles have been implementing the National IV emission standards since 2015. Therefore, the low-speed trucks comply with the emission standards set out in the previous three documents: from 2015 on the implementation of the light vehicle country IV standard ("Industrial Structure Adjustment Catalogue"), from 2017 on the implementation of the light vehicle country IV standard (National Ten), 2017 Since the beginning of the year, the implementation of the light vehicle country III standard (12 ministries and documents).
The three implementation standards are not only inconsistent in time, but also in the emission phase. Compared with the two documents issued earlier, the newly released 12 ministries and documents have returned to the Light Vehicles III standard. From the perspective of the document itself, the State Ten is the highest level of the State Council document; the Catalogue of Industrial Structure Adjustment is the announcement issued by the National Development and Reform Commission and has industrial guiding significance; the 12 ministries and commissions are the supporting policies of the State Ten, although it is the implementation of the State Council documents. But it has not been consistent with the national ten.
Low-speed trucks face the risk of retrogression In three documents, the “Industrial Structure Adjustment Catalogue†is centered on industrial upgrading. The national ten and 12 ministries and commissions documents revolve around air pollution control, and fundamentally also for industrial upgrading. Wei Anli pointed out that the internal combustion engine, as a capital-intensive industry, requires a certain preparation cycle. According to the "Industrial Structure Adjustment Catalogue", the low-speed trucks and their associated internal combustion engine manufacturers have begun to implement the handover preparation of the light vehicle country IV in 2015 as early as 2010. After three or four years, the first ten countries will postpone the implementation date by two years, which is equivalent to giving the industry a two-year buffer period. To some extent, it is also a good thing, but the newly released 12 ministries and commissions also require the implementation of light-duty vehicles. The III standard, which has terrible consequences.
"Over the years, the difficult industrial upgrading, technological progress and structural adjustment brought about by various technological transformations, special investment in industrial upgrading and investment in strong infrastructure projects have been adopted by the state and the industry The modern energy-saving and emission-reduction technology routes and technology applications, as well as the confidence of all parties concerned to move forward through the smog, may be greatly confused by the emergence of new implementation standards." Wei Anli pointed out.
Chaos 1: A huge waste of money and resources. Emissions upgrades of internal combustion engines involve supporting industries such as fuel, pressurization, and filtration, and even the matching of the system and the whole machine after the whole vehicle is matched, the whole machine and the whole vehicle are matched and calibrated, etc. If the old and backward products are returned, All efforts and inputs at the national and local levels, as well as in the early stages of the industry, are a huge waste.
Chaos 2: Low-speed trucks are merging with light-duty vehicles, but now they will not go up but will go backwards. In recent years, the pressure of the national IV emission standards has made low-speed truck enterprises such as Wuzheng and Shifeng start to develop products into the light-duty vehicle industry due to the difficulty of survival. This is a positive guiding role of national policies. “Now there is no need for light-duty truck companies to force low-speed truck companies. The low-speed truck companies that have been moving forward because of their hardships are returning themselves. Some light-duty truck companies that lack strength and cannot meet the implementation of the National IV emission standards next year are very May also turn their own light car products into applications for low-speed trucks, in order to seek sales." Wei Anli analysis.
Chaos 3: Industry confidence has been hit hard. “Industry preparation and industrial adaptation are my biggest concerns.†Wei Anli said: “This is tantamount to letting the industry throw away the country IV prepared for the past few years and return to the National III standard.†This seems to him to be The requirement of relaxing or even reversing has released terrible signals to the industry, which will make the industry feel at a loss. "The internal combustion engine industry must not only meet the national motor vehicle emission standards, but also do its own industry preparation. Now, how to prepare?" The retrogression will inevitably damage the enterprises that are pursuing progress, and benefit the backward enterprises. Even the enterprises that are about to be eliminated will die and resurrect. How can the confidence of the industrial enterprises be repaired?
Chaos 4: The image of the country is damaged. China's low-speed trucks are exported to neighboring countries such as India every year. Many of these countries are referring to the implementation of China's emission standards. The retrogression of policies will inevitably lead to the damage of China's international image. China’s commitment to the United Nations Framework Convention on Global Climate Change cannot be discussed.
Therefore, in Wei Anli's view, the fight against policy is certainly troublesome, and the retrogression of policy is the most terrible. "So, how about industrial upgrading and progress? What about controlling pollutant emissions?" he said.
Promoting energy conservation and emission reduction needs to grasp policy consistency. "In fact, from the interpretation of the standard law, when the new emission regulations are promulgated, the previous regulations are invalidated, so the current light truck country III standard has been replaced. Ten plans, from January 1st, 2018, the light vehicle implementation country V, then the light vehicle country IV standard will also be invalid. Therefore, the low-speed truck in 2017 to implement the deprecated light vehicle country III standard, which is itself a contradiction. Wei Anli said.
Analysis of the causes of this confusion, Wei Anli believes that in the current process of promoting energy conservation and emission reduction in various sectors in China, the grasp of policy consistency and coordination needs to be strengthened.
"The association will appeal to industry enterprises not to pursue immediate interests from the perspective of sustainable industrial development and to retreat. From the perspective of positive guidance, we hope that for industrial progress and technological upgrading, we should not return to the technical route that has been eliminated and denied." Wei Anli said "At the same time, we also recommend that relevant national functional departments take timely measures to resolve the inconsistency of such regulations and policies, and avoid unnecessary troubles for industrial preparation and industrial switching."
